serves as a model for other communities across the state and nation
that are interested in implementing similar programs. Strategies,
and information are provided to assist communities in their community
mobilization, networking and forming oral health coalitions.

Spokane County was the site of the first ABCD Program in the state.
Enrollment began in 1995 and currently over 23,000 children have
been enrolled. Stevens County ABCD: 1997 Site of a randomized
clinical trial conducted by the University of Washington School
of Dentistry to evaluate the ABCD model.
Children receiving ABCD-type services and a control group (200
each) were examined in 1997 and again 18 months later.
ABCD children were found to have significantly fewer decayed
teeth than the control group.
ABCD children achieved a 43% utilization rate vs. 25% for
the
control group.

Mom & Me is the exception to the normal model of health district
administration. The University of Washington School of Dentistry
acts as the fiscal agent, receiving grant money from Washington
Dental Service Foundation for the local portion of program operating
funds and qualifying for the administrative match from HCFA under
contract with state Medicaid. The original goal was to focus on
newborns and offer treatment services to pregnant women and new
mothers (hence the name Mom & Me). This approach has not so
far been feasible except for the ability to prescribe chlorhexedine
rinses to the mothers.

A single program serves both Benton and Franklin Counties. The
two counties have a joint Health District and a joint Dental Society.
An ABCD Advisory Committee made of local oral health professions,
Health District staff, DSHS and WDSF representatives, and several
community partners assist with program coordination. Local funding
was provided by the Washington Dental Service Foundation. Enrollments
began in December 1999 and and, to date, over 3,000 children have
been enrolled to receive oral health care through the program.
