Mom & Me is the exception to the normal model of health district administration. The University of Washington School of Dentistry acts as the fiscal agent, receiving grant money from Washington Dental Service Foundation for the local portion of program operating funds and qualifying for the administrative match from HCFA under contract with state Medicaid. The original goal was to focus on newborns and offer treatment services to pregnant women and new mothers (hence the name Mom & Me). This approach has not so far been feasible except for the ability to prescribe chlorhexedine rinses to the mothers.
