ABCD“E” Program Creates Partnership Between
Dental and Medical Providers in Spokane County

Overview:

Building on the success of the Access to Baby and Child Dentistry (ABCD) Program, the Access to Baby and Child Dentistry “Expanded” (ABCDE) Program was implemented in January 2002. Pediatricians and Primary Care Physicians are being trained to provide an oral assessment, basic oral health education and application of a fluoride varnish to qualifying children. The Oral Health Program from Spokane Regional Health District will assist in finding a dental provider for children in need of dental services. The message that oral health is essential to general health and well-being is now being introduced to families as their children seek immunizations and well child visits, early in life.

Facts & Statistics:

  • Spokane County’s ABCDE Program serves as a pilot program, the first of its kind in Washington State. The program is funded by the Group Health Community Foundation and Washington Dental Service Foundation.
  • Thirty-four medical offices and over 295 staff, have received the ABCDE training, including 99 Pediatricians or Primary Care Physicians.
  • Eligible children up to the age of 20 may receive three fluoride varnish applications per year in the medical office, as well as three in the dental office.
  • The fluoride varnish application takes less than one minute to apply and the Medicaid reimbursement rate is $13.39 per application.
  • Dr. Dale Ruemping, a Pediatric Dentist from the Spokane Valley, has been volunteering his services to promote the ABCDE Program and deliver the message that oral health is integral to total health. Other valuable vounteers are Dr. Charlie Toiliion and Dr. Andrew Garabedian, both Pediatric dentists in Spokane.
  • Early detection and prevention is key to the elimination of tooth decay, the most prominent chronic illness facing children today. Nationally, more than 51 million school hours are lost each year due to oral health related illnesses. Low-income children disproportionately experience oral disease, with 20 percent of children experiencing 80 percent of the disease.
